Mr. Ormsby gave it as his opinion that the staff with this addition Assistant Engineer (referred to as Special Engineer in this minute), be sufficient to carry out the work envisaged in this year's estimates, provided certain officers remained free from resignations.
Several resignations have occurred.
All the officers returned from leave, with the inception of Mr. Busby, who was transferred to this department. To fill the vacancy, thus created, several promotions and a new Assistant Engineer were appointed locally at a salary of $1500.
The department is therefore up to the full strength contemplated by Mr. Ormsby when writing. There have been no resignations or casualties among the officers.
The staff is, however, in his opinion, ripe for reorganisation in connection with the work in hand.
